1 機場鐵路香港站工程 廉署於1998年初接獲舉報而展開調查,於同年7月拘捕13人。 1997年5月 -1997年11月 涉及貪污及建造短樁,87支樁柱中有83支比規定的長度短1至15米。有12人被檢控,8人包括工業潛水員等分別被判入獄12至44個月。
2 東涌30區4期商場地盤 廉署於1999年初接獲房署轉介而展開調查,於同年1月拘捕10人。 1998年12月-1999年1月 涉及利益收受、虛報樁柱長度、調換鋼筋測試樣本、偽造測試記錄,向房委會隱瞞商場及停車場地基的不合規格樁柱。4人被起訴,3人獲判無罪,1人被判入獄8個月。
3 東涌站發展計劃2期4號地盤 廉署接獲工程顧問公司的舉報而展開調查,於1999年10月拘捕8人。 1997年7月-1998年5月 駐地盤工程師收受承建商提供免費旅遊及夜總會消遣等利益,串謀詐騙,76支樁中有72支短樁。3人被判入獄6至21個月。經上訴後,駐地盤工程師加刑至45個月。
4 中環及灣仔污水廠抽水站 廉署接獲房署轉介而展開調查,於1999年11月拘捕6人。 1997年5月-1998年1月 地盤出現短樁,分判商董事及其僱員分別被判入獄27至48個月。
5 沙田圓洲角居屋地盤 廉署於1998年12月接獲房署舉報而調查案件,在2000年1月拘捕8人。 1998年4月-1998年12月 從沉降測試中揭發嚴重短樁,需要拆卸2幢分別建至33及34層的樓宇。1名地盤代表被判入獄42個月及2名公司董事被重判入獄12年,上訴後獲減刑2年。
6 元朗工業邨 首次揭發私營發展地盤出現短樁,廉署接獲投訴後調查案件,於2000年5月落案起訴3人。 1998年2月-1998年9月 提供及接受賄款,串謀以「打入樁」代替「鑽孔樁」,並且沒有將樁柱打入基岩層。總承建商董事及工程師分別被判入獄60個月及48個月。
7 東涌30區3期居屋地盤 廉署接獲舉報後展開調查,於2000年5月拘捕6人。 1999年1月-1999年5月 使用未能通過測試的鋼筋材料詐騙房署,工程師及工程經理被判入獄21個月及42個月。
8 東涌30區1期及3期地盤 廉署接獲貪污舉報而調查案件,於2000年7月檢控3人建造短樁。 1997年9月-1998年7月 84支樁有34支不符合指定長度。工程人員利用「神仙尺」向房署虛報樁柱長度, 1人被判入獄21個月。
9 天水圍天頌苑居屋 房署於1999年發現短樁後轉介廉署,廉署於2001年2月拘捕20人。 1996年9月-1997年10月 房署因無法安裝槽而發現不尋常沉降,繼而揭發短樁。最後2人被判入獄58個月。房委會要用2億5千多萬元做補救工程,約為樁柱工程款項3倍。

The World's Largest Tunnel-Boring Machine

25,000-horsepower Bertha in Seattle's double-decker highway project.

Built in Japan and reassembled in the U.S., Bertha is digging the 1.7-mile tunnel by advancing at an average of 35 feet a day. As its 57.5-foot-wide (~17.5m) head spins, 4-by-6-inch drill bits tear into the ground, dislodging small rocks and breaking up the soil. The new double-decker highway tunnel is scheduled to open in 2015.

Glacier Skywalk

After two years of construction and many more of planning and design, Brewster Travel Canada announced today, Oct 11, 2013, that their Glacier Skywalk is essentially complete.

The design of Glacier Skywalk won 1st prize at the World Architecture Festival in Barcelona, Spain. This stunning design utilizes existing infrastructure as much as possible, guaranteeing a footprint neutral construction, to create an unprecedented private tourist attraction in Canada’s Jasper National Park.

A pile static load test went awry in Singapore when a pyramid of dozens of concrete blocks used for the reaction force toppled over into Gilstead Road. The force of the collapse caused a gas main to rupture but there were no reports of injuries.

Contracts (Rights of Thrid Parties) Bill (Hong Kong)

The Bill would enable a third party to seek to enforce rights under a contract if:-

(i) it could be demostrated that the contracting parties intended the third party to claim rights under it, and
(ii) the contracting out the effect of the Bill.
Absent such contracting out, the third party would be bound by the arbitration clause in the contract if it wished to pursue its right.

Kowloon Walled City: Life in the City of Darkness
It's 20 years since demolition of Kowloon Walled City began, but former residents hold fond memories of the overcrowded slum they called home.

The Walled City dates back about a thousand years, but it was only in the 1950s that it turned from a former military fort into an outrageously densely populated structure controlled by vicious gangs. But it remained one of the most peculiar inhabited areas on the planet, its jurisdiction unclear, a country within Hong Kong within China or Britain. To mark the 20-year anniversary of its demolition, the South China Morning Post made this fascinating infographic. Recent Railway Development in HK

I. Background

Railway is the backbone of Hong Kong's passenger transport system. At present, there has ten railway lines in Hong Kong. They carry over 4.5 million passengers per day. The number is occupancy 38% of all daily transport passengers in Hong Kong.

Now, five strategic railway lines recommended in the Railway Development Strategy 2000 is undergoing. They include the West Island Line (WIL), Hong Kong Section of the Guangzhou-Shenzhen-Hong Kong Express Rail Link (XRL), South Island Line (East) (SIL(E)), Kwun Tong Line Extension (KTL) and Shatin to Central Link (SCL). These five railway projects will be completed between 2014 and 2020.




II. Public engagements (reference: HyD’s website)
Recently, the Government is reviewing and updating the Railway Development Strategy 2000. Two public engagements were conducted on July 2012 and May 2013. The first public engagement is focus on the major regional railway corridors, which include the Hong Kong-Shenzhen Western Express Line, Northern Link and Coastal Railway between Tuen Mun and Tsuen Wan. Moreover, seven local enhancements are suggested according to the findings of the public expectations and the statistic analysis in the second public engagement. They include North Island Line (NIL), Siu Sai Wan Line (SSWL), South Island Line (West) (SIL(W)), Tuen Mun South Extension, Hung Shui Kiu Station, Tunf Chung West Extension and Kwu Tung Station.
